MUNICIPAL MASTER PLAN OF FUNCHAL

Background:
Started in 1992.
Approved and published in Diário da República in 1995.

The city of Funchal, capital of the Autonomous Region of Madeira, with around 120.000 inhabitants, is one of the main urban centres of the country. This Municipal Master Plan (PDM) was one of the first in Portugal produced entirely through Geographic Information Systems (GIS).

Due to the sensitivity of the urban issues and the necessity of obtaining the largest possible consensus regarding the master plans, the communication aspect of the Plan to the entities interested and the general public was prioritised.

Here are the following urban aspects more relevant within the Plan:

• uneven terrain, with the urban occupied areas dispersed near the coast;
• unique environmental values;
• importance of tourism.
