The council of Pampilhosa da Serra is part of the district of Coimbra, integrating the zone of Pinhal Interior Norte.

This Plan aims to define a strategy of development based on the appreciation of the potential environmental and landscape features of the council, prioritising the following aspects:

- Finalise investments in regards to the accessibility;
- Boost the local economy;
- Development of the forestry sector;
- Strengthen the offer for vocational training;
- Stimulate the touristic sector.
