Project: 2000-2001. Obra: 2002-2004;
Inaugurated in July 2004 by His Excellency the President of the Republic, Dr. Jorge Sampaio.

The building is planted in the centre of a public square, which encircles it with an urban-style design facing outwards, has two floors, and the interior walls connect to the square's courtyard.

The building includes:

- One auditorium located on the ground floor;
- One multi-purpose room.
