The complex is developed into two different and separate structures, both conencted to a public square:

• House of Arts and Culture of Tejo, which includes a multi-purpose auditorium with 220 seats, multi-purpose exposition rooms, bar/esplanade and complementary facilities;
• Library, whose development is supported by the Portuguese Institute of Books and Libraries, in the framework of the Rede Nacional de Bibliotecas Públicas (RNBP) Program.

Taking advantage of the view over the River Tejo, the project's dominant themes in relation to the insertion of the land consists on the use of traditional local materials and the presence of the water as a symbolic reference to Tejo.
